Penrose Promenade Community Centre Mural Project - Expression of Interest

Penrose Promenade Community Centre Mural Project is an opportunity for an artist or artist collective to produce and install an artwork that will be installed on two walls of Penrose Promenade Community Centre, Tarneit.

Below is a range of information to guide interested artists/collectives in making an Expression of Interest (EOI) to be considered for this opportunity. ‘EOI’ is used instead of ‘Expression of Interest’ throughout the rest of this webpage.

The selected artwork will be installed by February 2025.

Project Background

Wyndham City Council is inviting expressions of interest from local artists to have their artwork permanently displayed at Penrose Promenade Community Centre. This project is open to artists who do not have experience in mural installation.

Supported by the Council’s Arts team, the successful artist will deliver creative workshops at the Community Centre. The workshop outcome will inform the final artwork design inclusive of ideas and voices of the community.

Project Objectives

  • The proposed artwork will be installed on two walls facing north and east on the Penrose Community Centre, located at 83 Penrose Promenade, Tarneit VIC 3029. The walls are 6.5m (w) x 3.5m (h), and 8m (w) x 4m (h).   • To showcase local artists

A project working group will shortlist three artists for initial concept proposals with a $500 payment for each artist. There is an appointed artist’s fee for community workshop delivery and final artwork design of $3,800. If the artist is not installing, an extra fee of $200 will be paid for communicating ideas to installers. If the artist is installing, there is an extra allocation of funds for the artwork installation. This will be discussed with the appointed artist and may be contracted out by the project working group if required. 

Examples of submissions Council are expecting

  • Submissions should add positively to the public space of Penrose Promenade Community Centre
  • Submissions should reflect the history, community, and unique qualities of the local area.
  • The artwork needs to be new work, and it will need to fit the themes of the brief.

Applications will be assessed against the following key assessment criteria

 

  • Meeting project eligibility requirements
  • Alignment with project objectives
  • Previous projects of relevance and significance
  • Demonstration of capacity for delivery of the proposed work in the proposed timeframe

 

Responsibilities of successful applicants – workshop, design and installation

  • Provide initial concept for approval by Wyndham City Council and the project working group.
  • A current Working with Children Check or willingness to obtain one if becomes successful.
  • Have capacity to deliver creative workshops around the beginning of December.
  • Provide final artwork /designs based on material specifications.
  • Liaise with Council on key project and site requirements and concept development
  • Work collaboratively with Council and contractor on install if required Artist Public Liability ($20,000,000) and Professional Indemnity ($5,000,000) insurance – condition of acceptance
  • Job Safety Analysis (JSA) or Safe Working Method (SWMS) document provided by Artist/contractor for installation for approval by Wyndham Council Safety Representative.
  • CovidSafe Plan provided by Artist/contractor for installation
  • Defect guarantee provided by Artist/contractor for installation
  • The artwork will need to be completed by February 2025
