Requirements
Under Wyndham City’s Community Amenity Local Law (2023) a permit is required when a property has more than the permitted amount of animals (e.g. More than 1 dog and 3 cats, more than 2 dogs and 2 cats etc.).
Domestic Animal Business
Type of Domestic Animal Business:
- Breeding and Rearing Establishment
- Boarding Establishment
- Pet Shop
The Domestic Animal Business Permit is an annual permit that expires on 10 April each year.
Your premises must comply with the Domestic Animals Act, Department of Economic Development, Jobs, Transport and Resources Code of Practice relevant to your establishment type and adhere to all applicable Local Laws.

Desexing Additional Animals
A key focus during the life of the Domestic Animal Management Plan is to increase the number of cats and dogs that are registered, microchipped and desexed. With this in mind, a condition is placed on the Excess Animal permit that all additional animal must be desexed. There are certain circumstances where an additional pet doesn't need to be desexed, contact the Animal Management team on 1300 023 411 to discuss further.
New Laws
There are new combinations of multiples for the number of animals allowed. Previously only 2 dogs or 2 cats were allowed.

Ensure all sections of the form are filled out or it cannot be processed and will be returned to the applicant.

Application Fee: An application fee applies. This is a one off payment NOT an annual fee. This fee will only be required again if the applicant changes the conditions of their permit, moves address or increase the number of animals and may have to re-apply.
Residential
A permit is required for:
- More than 2 Dogs
- More than 3 Cats
- More than 2 Dogs and 2 Cats
- More than 1 Dog and 3 Cats
- More than 1 Dog and 1 Cat (Applicable to flats and units)
- More than 10 Domestic Birds
- More than 6 Poultry
- More than 10 Pigeons
- More than 4 (in total) rabbits, guinea pigs or ferrets
- Some bird species that are very loud (cockatoos, galahs, parrots etc.)
Maximum number of cats or dogs allowed to be kept on residential land is 5 in total unless permitted under the planning scheme
Rural
A permit is required for:
- More than 4 Cats
- More than 4 Dogs
