Councillor Josh Gilligan - Wimba Ward

Councillor Gilligan, Wyndham's youngest ever Mayor (2019-2020) and Deputy Mayor (2023-2024) was first elected to Council in 2016. This is his third term as a Councillor.

A long-time resident of Tarneit, Cr Gilligan is keen to use this Council term to continue his work in building a liveable city, not just a big city.

In particular, Cr Gilligan’s focus is on making it easier for residents to raise a family, work locally and have all the necessary amenities close to home.

Cr Gilligan has a Bachelor of Arts and Bachelor of Management from Deakin University and is also a graduate of the Australian Institute of Company Directors’ (AICD). Cr Gilligan will shortly also be a graduate of Harvard Kennedy School's Public Leadership Credential program in early 2025.

Cr Gilligan previously held the City Design portfolio, which focussed on establishing policies to create more liveable, better designed and well-connected neighbourhoods through mixed land use, different housing types and greater access to quality public transport.

Wimba Ward covers the suburbs of Tarneit and Truganina.

Wimba Ward

Wimba Ward covers the suburbs of Tarneit and Truganina. It is bounded by Boundary Road, Davis Road, Hummingbird Boulevard, Tarneit Road, Sayers Road and Skeleton Creek. It covers an area of 20.5 square kilometres. As of July 2023, it had 17,996 electors.

According to the Bureau of Statistics, Wimba Ward has a population of 28,645. A total of 18,413 – or 64,2 per cent – were born overseas. The top five countries of foreign birth are India, New Zealand, the Philippines, Pakistan and Sri Lanka. A total of 72.1 per cent speak a language other than English – the second highest in Wyndham.

A total of 35.8 per cent of Wimba Ward working age residents live and work in Wyndham, while 64.2 per cent are employed outside of Wyndham.
