Wyndham City Council invites Not for Profit community organisations to submit an Expression of Interest (EOI) for the opportunity to manage and activate Lollypop Creek Community Centre, located at 104 Shipwright Parade, Werribee.
This is Stage 1 of a two-stage process. Stage 1 invites organisations to respond to this Expression of Interest, to be shortlisted according to selection criteria. Stage 2 will ask shortlisted organisations to submit a formal application.
About the space
The purpose of the site is to be a community centre managed under Wyndham’s Community Managed Community Centre model. Wyndham’s Community Managed Community Centre model aligns closely with the principles of the Neighbourhood House model, in that the managing organisations must facilitate community engagement to understand the priorities and needs of the local community catchment, and must undertake community development processes to address these local priorities and needs.
The areas of the community centre that are included in this EOI comprise of two large multi-purpose activity rooms, two meeting rooms, a customer service desk with associated office space, and foyer and common areas.

Role of the partner organisation
This successful organisation will be responsible for:
- Providing staff for the reception area
- Providing a sense of welcome for community attending the centre
- Facilitating community engagement to understand the priorities, needs and interests of the local community catchment
- Using a community development approach to working with community to develop and deliver programs and activities that meet local community interests, priorities, and needs
- Coordinating the delivery of affordable, accessible and quality programs and activities that target strategic and priority local community groups
- Providing an inclusive, culturally safe service, open to all backgrounds and demographics
- Maximising equitable community access of the centre by coordinating the hire and use of its community rooms, meeting rooms, and spaces
- Setting room hire and program fees and retaining fees collected
- Paying for utilities and cleaning of the licenced areas
Selection Process
Expressions of Interest applications will be assessed against criteria including:
- The proposed use of the community centre and the activities that will be undertaken in the licenced area, including management of existing community user groups and attraction of new user groups.
- The organisation’s experience using a community development approach in working with community to develop and deliver programs/initiatives that meet community interests, priorities and/or needs.
- The organisation’s experience in managing community centres or facilities and working collaboratively with co-located tenants/services
- Evidence of financial competency, organisational governance, and compliance with risk management (OHS) and other legislative obligations
