Wyndham City Council invites organisations to submit an Expression of Interest (EOI) for the opportunity to manage Diggers Road Hall, located at 450 Diggers Road, Werribee South.
In Stage 1, organisations are invited to submit an Expression of Interest for the opportunity to manage the hall. Applicants will be shortlisted and invited to submit a formal application in Stage 2, with the preferred applicant subject to final Council approval.
About the space
The purpose of the site is to be a Hall for Hire that provides meeting spaces for community. The organisation managing the site will be responsible for facilitating equitable community access through the management of its hire and use. Under the Hall for Hire model, there are no staff based permanently onsite.
The areas of the site that are included in this EOI comprise of one large multipurpose hall with stage, meeting space and kitchen, a separate building comprising of playgroup room and storage, and an outdoor toilet block. The hireable spaces are furnished with tables and chairs.

Role of the partner organisation
The successful organisation will manage the hire and use of the main hall and the playgroup building. Management of these spaces will include:
- Facilitating equitable community access through the management of hire and use
- Promoting the hire and use of the spaces
- Setting hire fees and retaining hire fees collected
- Paying for utilities and cleaning of the leased areas, and market rent (if applicable)
It is desirable, but not essential, that the organisation is a non-profit organisation.
Selection Process
Expressions of Interest applications will be assessed against criteria including:
- Experience or understanding of managing community facilities
- Capability to work with a diverse range of community members and groups of all backgrounds and demographics
- Evidence of financial competency, organisational governance, and compliance with risk management (OHS) and other legislative obligations
